Peter I's public law on the ecclesiastical administration of the Russian Church, composed by Feofan, Bishop of Pskov (later Archbishop of Novgorod), first published in St. Petersburg in 1721. Before this time the Church was, officially, self regulated. Peter eliminated the position of patriarch and placed the state in authority over the Church. Cf. T.A. Bykova and M.M. Gurevich.
