A dying Alaskan storm washed, what was left of a fishing boat, and two brothers up on the rocky shore. Stevie Womack was dead, but his little brother, Storm,survived.Fifteen years later, Portland city cop, Storm Womack,and his partner pull two kids out of the chemical soupknown as the Willamette River. Once again, the oneknown as "Womack" survives unharmed while hispartner ends up a paraplegic.
