"On the physical character of the northern states of Mexico, (including the disputed territory between the Nueces and the Rio Grande, also New Mexico and upper California,) the general face of those countries, their rivers, mountains, deserts, and lands susceptible of cultivation, with a consideration of the agricultural and other resources of such states, and the condition of the inhabitants, their character, institutions, manners, education, intellectual and m13-14 of the consequences which must result from the admission of any or all of such states into the union, and showing that the present war with Mexico has been prosecuted for objects and purposes likely to prove in a high degree injurious to the American people."
