Congress designed the Coastal Zone Management Act of 1972 to encourage partnerships between federal, state and local governments, private industry and the public in balancing national needs for resource protection with the demand for energy development, resolving multiple land use conflicts in coastal states, and devising protective measures for particularly vulnerable and valuable coastal resources through the country. The results achieved and the protections provided by coastal states under the CZMA extend far beyond those that Congress first envisioned.
