Another demonstration of emphasis. One might as easily produce a chart showing French developments in there areas of technology and this might produce a considerable amount of agitation over how far the French had gotten in these fields. Let us bring the matter into focus: according to Richard DeLauer, Under Secretary of Defense for Research and Engineering, out of the twenty most important technology areas, the US is ahead in fifteen and the Soviets are ahead in only one. Far from losing our lead, DeLauer acknowledges that we have been expanding it. According to John Pike of the Federation of American Scientists: "The Soviets are five years behind us on lasers, five to ten on sensors, and at least a decade on computerized battle management." The lightly shaded areas in the chart below mean nothing. They indicate research which every developed nation has under way. The darker shaded areas, according to the authors, indicate that the Soviets have achieved operational systems, which are in their deployment phase. In some of these cases, they have indicated deployment before it took place. In all of these cases, we deployed our own systems long before they deployed theirs.
