"INTRODUCTION - Since GOALS 2000 (Public Law 103-382) became law in October of 1994, much controversy has been raised across the United States as to the role of government in establishing educational standards for our nation's children. While legislators, boards of education, sociologists, and educators have contributed to the debate, parents, students, business leaders, and other citizens have often been left out of the discussion on how education could be improved. Community Networking Association (CNA), a nonpartisan, nonprofit organization, began the conversation on the future of education in Hampton Roads communities in the fall of 1995 with its project, CITIZEN CHALLENTE: HOW CAN WE IMPROVE EDUCATION?"
