It is 1870. In North Texas, there had been three years of peace between the United States Army and the Comanche, led by Quanah Parker. The architect of this peace is General Tracy Cameron, commander at Fort Elliot. During a trip to Washington, D.C., General Cameron gave a speech showing the benefits of peace over warfare with the Plains Indians. Impressed by the speech, Senator Chaffee organized a Congressional mission to the West to look into the possibility of allowing the Comanche to remain on their native lands in peace.
