"Delight Rice, the hearing daughter of deaf parents, was a pioneering teacher of deaf-blind pupils at the Wisconsin and Ohio Schools for the Deaf during the early 1900s. In 1907, during the Spanish-American War, the U.S. government sent her to establish a deaf education system in the Philippines, which was occupied by American military forces.
