Dr Raghbir Singh Bassi was educated at Punjab University (F.A.) in India in the 1940s. In the 1950s he moved to Canada to study at the University of British Columbia, from which he received a B.A. degree. He moved to the United States to study at Harvard University, where he received an M.P.A., and then Cornell University, where he received his Ph.D. From 1960-1978 he taught at New York University and Kent State University. In 1963 he was a consultant to the Planning Commission of India. From 1967-1970 he was senior economic advisor to the government of Saudi Arabia. In 1978, he joined Alaska Pacific University as Executive Dean and later became Provost. While there, he also served as President of the Board of Chugach Electric Corporation.
In 1998 he published Contextual Management: a Global Perspective. He has also translated Mohan Singh (Mahir)'s Punjabi poetry into English.
He retired from Alaska Pacific University in 1999 to begin the Village Live Improvement Program, which planned to improve living standards in the Punjabi village of Kharaudi. Today Kharaudi has excellent streets, sewers, water treatment, electricity, library, and computer centre.
