It contains several post-Civil War speeches or addresses made by Gen. Charles Devens together with a brief biography of Charles Deverns. He was a Harvard educated lawyer who was an early volunteer when Pres. Lincoln called on the states to send troops to defend Washington. After the Civil War, Devens was active in veterans organizations and completed his career on the Massachusetts Supreme Judicial Court.
