This study was undertaken in connection with the enterprise of the Kentucky Educational Survey Commission, created by the General Assembly in 1932. The author's part in the investigations was "delayed by personal responsibilities and failed to meet the schedule of the commission report; this dissertation may therefore be counted a supplementary chapter to the investigations of the Survey Commission." cf. Chapter 1.
