Noam Chomsky ist einer der schärfsten Kritiker der herrschenden Weltordnung. In People Without Rights nimmt der US-Amerikaner die Behauptung westlicher Regierungen unter die Lupe, dass die Wahrung der Menschenrechte im Mittelpunkt ihrer Außenpolitik stehe. Untersucht wird die Glaubwürdigkeit von NATO-Staaten allen voran am Beispiel des Ost-Timor-Konflikts sowie der Bombardierung des Kosovo.

Chomskys Ergebnis ist ernüchternd: Im Fall Ost-Timor beweist der streitbare Intellektuelle, dass sich die Politik des Westens primär an strategischen Interessen ausrichtet. Im Klartext: Da Indonesien unter Präsident Suharto Verbündeter im Kampf gegen den asiatischen Kommunismus war, wurde die brutale Annexion Ost-Timors toleriert. Aber damit nicht genug. NATO-Staaten haben das indonesische Militär durch Waffenlieferungen massiv unterstützt.
