"Static electricity is likely to be generated whenever hydrocarbon liquids (in general, low-conductivity liquids) are moved or disturbed, but a hazard exists only under the following conditions in combination: 1. Electric charge must have been generated in sufficient quantity 2. The charge must have accumulated in sufficient quantity in a liquid or on a solid, causing an electric field to be formed in an accompanying vapor space 3. The vapor space must contain a flammable atmosphere (flammable gas mixture, mist, and/or dust) 4. The electric field must cause a spark with an energy sufficient to ignite the flammable material"
