Concerning the bill, "An act for vesting in James Rumsay [i.e., Rumsey], Esquire, the exclusive privilege of making, using and vending divers engines, machines and devices by him invented or improved, for a term of years." Fitch believed this bill to be in violation of his legal rights as granted by a law passed in March, 1787, and of the power of Congress "to promote the progress of science and useful arts" as delegated in the eighth section of the Constitution.
The petition is signed and dated: John Fitch. September 11, 1789.
