In March 1919, the American delegation at the Paris Peace Conference decided to send a special military mission headed by Colonel Warwick Greene to the Baltic states. ... Greene declined to serve on the Morgenthau Commission He was a son of Francis Vinton Greene. Died in Boston after an operation. One time (1910-1915) Director of Philippine Public Works, he was Director of Rockefeller Foundation War Relief Commission (1916), served in France and Belgium with the American Red Cross Commission."
