This is a government report about the activities of the Committee on Public Information, a war-time committee President Wilson established by executive order on April 14, 1917 (shortly after America declared war and entered WWI). The committee's activities included generating American propaganda, combating enemy propaganda, and censoring some political material.
The edition reprinted in 1972 added a header to the title referring to the Committee's Chairman, George Creel. It is listed as "The Creel Report: Complete report of the chairman of the Committee on public information." Link to the 1972 Edition page.
