Captain Penny was "Late in command of an expedition for the search of Sir John Franklin under the orders of the Admiralty". The letter contains his protest at being denied permission to continue the search for Franklin.

The appendix includes various documents relating to the search for Franklin, including the Report of the Arctic Committee.
