Kaba poses the question: "What can we build to keep people safe? To support those who have been harmed." She references Danielle Sered's reference to the prison industrial complex as an unsatisfying, but popular in scarcity hamburger stand. The analogy helps readers understand that in the current system: "The majority of survivors choose not to engage with the criminal punishment system. Even if they did, the system could never address the number of sexual assaults that happen in the US (an assault every 68 seconds)."
