Retail Wheeling describes the ability of a retail electricity consumer - the end-user - to directly access the competitive electricity generation market.

The electricity industry is undergoing profound fundamental changes, and the rate of change has been rapidly escalating in recent years. America's conventional regulated electric utility structure of vertically integrated monopolies with franchised service territories and guaranteed rates of return on investment is being abandoned in the new climate of deregulation and competition. Any fundamental shift in structure brings uncertainty, confusion, and fear.

The purpose of this book is to shed light on what retail wheeling is, what it means to end-users, how it will work, and what an end-user needs to know to take advantage of it.

This guide is divided into two sections: (1) a background of the industry and the development of retail wheeling, including a discussion of alternatives to retail wheeling as a means to lower electricity costs, and (2) the "nuts and bolts" of how to buy electricity in an unbundled, competitive electricity market. The appendices include some discussion of stranded investment and federal vs. state jurisdiction, which are important despite transitory issues facing the restructuring effort.

You will learn how to take control of electricity purchases, substantially reduce power costs, understand load profiles and predictions, rebundle unbundled components, and minimize risks.
