Three alternatives are analyzed: (1) no grazing, (2) active management of manageable leases and elimination of non-manageable leases, and (3) active management of manageable leases and retention of the non-manageable leases for low level management. There are no critical issues or impacts related to this program. The preferred alternative is active management of manageable leases and elimination of non-manageable leases.
