This report was prepared by the Institute for Health Policy (IHP) for the International Labour organization (ILO),which commissioned it to assess the feasibility of establishing a maternity protection insurance scheme compliant with the provisions of the Convention and covering all women workers protected by it. This request had the concurrence of
the Ministry of Labour and Labour Relations (MoL), which had asked ILO for assistance in assessing options in dealing
with the issue of compliance of ILO Convention No. 103.
