May consoles Webb on the death of his wife, Hannah. He says he is curious to hear the European reaction to the Emancipation Proclamation. May attacks "The London Times" for its advance denunciation of emancipation. He notes that the quarterly reviews avoid discussion of American affairs. May reports that the North was hopelessly unprepared and gives the American reaction to the Proclamation. He complains of "the enemy in [America's] mist" and English aid to the South.
