Dated: Camp before Quebec, April 23, 1776.
Still hopes that he will be able to bring the men to order soon. Complains that the troops can be made to obey only with difficulty. Mistrusts Captain Pepper and is sending him up the river as a prisoner. Places his hopes in the promise of reinforcements. Has ordered Captain Palmer to send all the vessels except the Maria away from Point au Tremble and asks him to direct parties bound for that point as he may believe wisest.
Author was a Colonel in 1st Connecticut Continental Regiment.
