French republican calendar date of 30 ventose, an 10 de la République française translates into Feb. 21, 1802 in the Georgian calendar.
Printed in two parallel columns of French and Spanish separated by floral printer's ornaments.
Signed at end: Le général commandant la partie ci-devant espagnole, signé, Kerversau [sic] and in the Spanish language column: El general comandante de la parte antigua española, firmado, Kerversau [sic]
Following Toussaint Louverture's victory in Saint-Domingue and his attempts to unify the entire island of Hispaniola, Napoleon launched an invasion to regain French control over both sides of the island. This broadside, issued from the French general commander, lays out seven decrees concerning military and civil authority.
