The author presents 'a well informed and judicious attempt' (1914) to estimate the value already accomplished since the introduction of the Probation of Offenders Act 1907 and the directions in which it might be improved. The findings are based partly on his own practical experience of Probation work and partly from a two-years' study of Probation systems in the United States of America. It is the first 'Probation Handbook' in Great Britain at the time and carried significant influence in early practice promoting the American model rather than the often cited Police Court Missionary origin.
