Dr. James Douglas, born in Scotland, began his medical studies at age 13. When he moved to Quebec City in 1826, he established a reputation as one of the most skilled physicians in Lower Canada. A pioneer of 19th-century medicine, he was an innovator in public health, vaccination, medical education and regulation, although it was in the care for the mentally ill that he made his reputation. He died in 1886.
