Based on a letter from the Colonial office to Captain F. C. Goulden and Brigadier-General C. M. Dobell, enclosing the translation of a petition by Lieut. Otto Wieneke, imperial district commissioner, complaining of the treatment which he and other German prisoners received in Duala and Nigeria, and on the journey to England.
