Proposed amendments were to provide that application for registration to vote be made on a form; to authorize the General Assembly, in case of enemy attack by nuclear devices, to enact legislation by vote of less than a majority of its members; and to authorize the General Assembly to require, in every referendum upon the issuance of State or local bonds, that every voter be a freeholder of land within the State or political subdivision to be obligated.
