First Sentence

"The eleven subjects of the conference are focused on three essential groups of questions, namely: 1. the relationship of social changes and crime 2. the place and role of the police amidst the changing social conditions and changing crime 3. the reaction of society and the state on the crime problems of our age, or more explicitly the outlines of a criminal policy worthy of imitation."
