The president's letter is signed on p. 3 by James Monroe, and addressed to the Senate and House of Representatives. The two communications, dated Nov. 18, 1816, and Dec. 8, 1817, are signed by Charles Bagot, envoy extraordinary and minister plenipotentiary.
