The writer gives his views in regard to the duties of the Congress, and argues against the adoption of the non-importation and non-exportation agreements.

Authorship has been ascribed to Jonathan Boucher. cf. The intimate life of Alexander Hamilton ... by Allan McLane Hamilton, 1910, p. 442, but see Adams' comments in the bibliographies cited below.
