Health incentives reform program

message from the President of the United States transmitting legislative proposals to restructure the medicare hospital insurance program; to amend the Internal Revenue Code of 1954 to provide for the inclusion of certain employer contributions to health plans in an employee's gross income; to provide for voluntary private alternative coverage for Medicare beneficiaries, and for other purposes; to make improvements in the medicare and medicaid programs, and for other purposes; and to provide for prospective payment rates under medicare for inpatient hospital services, and for other purposes.
