AOAC was founded in 1884 as the Association of Official Agricultural Chemists, under the auspices of the U.S. Department of Agriculture (USDA), to adopt uniform methods of analysis for fertilizers. In 1885, a Convention establishing AOAC as an independent organization was held in Philadelphia, Pennsylvania, USA. Its membership was restricted to analytical chemists in state and federal government positions only—a membership requirement that remained for nearly 100 years. - source
