Eduardo Pérez Ortiz (Miranda de Ebro, provincia de Burgos, 1 de septiembre de 1865 - Melilla, 29 de octubre de 1954) fue un escritor y teniente coronel español capturado y hecho preso durante año y medio tras el desastre de Annual (1921) durante la guerra del Rif (1921-1926). En el libro titulado 18 meses de cautiverio cuenta su experiencia.
