Two syllabi on public international law representing the transition from the era of Pashukanis to Vyshinskii in international legal doctrine. The first is based on the Ocherki po mezhdunarodnomu pravu (BR 8577) by Pashukanis and the second syllabus marks the beginning of the post-Pashukanis era. The theses are an annex to the 1938 syllabus and elaborate some of its formations; they were adopted in July 1938.
