The evidence presented here by Amnon Kapeliouk, the testimony given at the Kahan Commission, and the independent news reports about the massacres raise serious questions regarding the legal culpability of the principal Israel and Lebanese actors in the slaughter in Sabra and Shatilla camps. These questions of criminal, as opposed to political culpability, remain to be dealt with. The Palestinian people are the most aggrieved party, but have no ability to initiate criminal prosecution proceedings. They have no state which can become a party to the several Conventions relating to crimes agains humanity. - Foreword.
