Concerning the floods in Mexico City in December of 1623 caused by the negligence of the viceroy Diego Carrillo de Mendoza y Pimentel who served very briefly from 1621-1624. This document is written to favor the side of the then Archbishop of Mexico City, Juan Pérez de la Serna, who served as archbishop from 1613-1627, and with whom the viceroy had a very troubled relationship. The quarrels that he had with the archbishop caused the revolt under the leadership of Pedro de Vergara Gaviria, senior judge of the Supreme Court of Mexico, to break out in the month of January, 1624, which obliged the viceroy to seek refuge in the Convent of San Francisco, after which he left to return to Spain at the end of the same year.
