Official document of the Mexican department of foreign affairs, printed under its letterhead; dated and signed at end: México, noviembre 27 de 1846. Lafragua [at the time in charge of the department].
Addressed to individual governors of the several Mexican states, with address line "Exmo. Sr. Gobernador del Estado de" printed at end meant apparently to be completed by hand.
Includes, beside the report on military and political situation, an eloquent appeal for resources, and an expression of trust in Santa Anna.
