In 1793, Rouyer was promoted to commander in the fifth infantry regiment of the Navy; he then participated in the defense of Lyon against the Republicans and was forced to live in hiding during the times of terror. This pamphlet would have been written while he was still in a position of power within the Convention nationale.
Regarding the nomination of three new civil commissioners to the French colonies in the Windward Islands, including Saint-Domingue.
