520 $aTampa, Florida in 1898, a frontier where the old world meets the new. Tampa Bay Hotel with its mystical architecture gives the appearance of a fairy tale castle anchored by the water's edge, and is a magnet for bankers, industrialists, stockbrokers, shipping merchants, attorneys, architects and celebrities. There is one permanent resident at the hotel, the enigmatic and exotic Monsieur Goulet III, amateur phrenologist, and wig-maker to the plain and glamorous alike. Goulet is entranced by the spectacular silver-blonde hair of a young widow, and feels that the wig he can create with this hair would be his masterpiece. He sets about with a resourceful night-scavenger to obtain this hair, and Goulet's true nature which was hitherto cuningly and obsessively disguised, begins to show itself. It becomes clear that he will allow nothing to stand between him and his creation of the masterpiece.
