The problems of quantifying the expected skill loss due to nonutilization and the training necessary to restore or maintain effective job performance are examined in a literature search and an analysis of the factors involved. Recommendations are made for a short-range, interim management of the problem and for a long-range, definitive study. Data requirements are stressed in the long-range program. (Author)
