Documentele in cauza, reunite sub titlul „Statul politist", constituie tema acestei carti si va fi prezentata putin mai incolo. Contextul istoric in care apar ele se incadreaza in intervalul cuprins intre 1895 si 1907. Perioada este marcata de agitatia sporita a autoritatilor maghiare, pe de o parte din pricina pregatirii sarbatorii mileniului de stapanire in Transilvania, care urma a se desfasura in 1896, iar pe de alta parte de intensificarea miscarilor nationale de emancipare a romanilor ardeleni. De o atentie deosebita din partea lui Ion Bozdog se bucura Badea Cartan, din cauza prigoanei dezlantuite de autoritati impotriva lui, pentru actiunile sale menite a tine aprinsa flacara constiintei de neam, prin cultura. Pentru ca cititorii sa inteleaga despre ce este vorba, documentele sunt insotite de note de subsol care contin explicatii despre evenimentele inserate si numele persoanelor care apar in contextul lor.
