"Unquestionable authority states this to be the work of Bolivar himself, fathered upon this Mr. Lazo, a member of the late suicidical Congress of Peru: for which act of acquiescence he has been rewarded with the prefecture of the Prov[inc]e of Puno"--anonymous contemporary ms. annotation at bottom of title page. Said attribution, however, is highly unlikely.
