The author was the mayor of Kiev under German occupation 1942-1943 (Reichskommissariat). The book includes various summaries of Soviet and German terror and abuses of Ukrainians in the capitol of Kiev. It is not politically neutral. It needs to be noted, that although the author is often referenced under a list of Nazi collaborators, the SS executed the previous mayor and the author's brother (Yevhen Forostivsky and his wife) at Babi Yar to insure the author's 'cooperative' response to any Nazi expectations.
