Delivered in a committee of the whole House, February 8, 1799. : To which is annexed, a speech of the same gentleman, in the committee of the whole, April 18, 1798, on the propriety and necessity of granting convoy--the importance of a navy--the connection between agriculture and commerce--and the policy of defending one, in order to encourage the other.
