The development of bacterial slime films on the heat exchanger surfaces of OTEC power plants is likely to be of critical importance in determining if OTEC closed cycle systems are technically and economically viable. This report surveys our present state of knowledge as to the nature and behavior of primary films in the marine environment. Areas where further research is needed are indicated.
