Written by Leslie Goonewardene, it has been ratified by a special committee of the party appointed for the purpose. The committee is composed of N. M. Perera, Colvin R. de Silva, Leslie Goonewardene, Edmund Samarakkody, Doric de Souza and P. B. Tampoe.
