"Civil-military relations in Paraguay have gone through various phases since 1870. Caudillo politics, which emerged from the anarchy that followed the Triple Alliance War, lasted until 1908. The country then enjoyed more or less civilian rule under the Liberal Party until 1936. The Chaco War introduced nationalist and revolutionary demands that the military attempted to channel and which ultimately culminated in the traumatic Civil War of 1947. From then until the fall of Stroessner in 1989, the military emphasized order over change.
