Whereas it hath pleased Almighty God, in His most righteous and holy providence, to continue to afflict our nation and its colonies, with a tedious and expensive war ... I have thought fit, by and with the advice of His Majesty's Council, to order and appoint, that Wednesday the thirteenth day of July next, be observed as a day of solemn publick prayer, fasting, and humiliation throughout this province. ...
