... I do therefore ... proclaim, that Thursday the twenty-eighth day of November next, be observed throughout this state as a day of solemn thanksgiving ... Given under my hand and the great seal of the state, at New-Castle, the thirty-first day of October, in the year of our Lord one thousand seven hundred and eighty-two.
